The State of California is embarking on a procurement process to enable agencies and educational institutions to meet their goal of implementing cost effective, on-site solar electricity projects. The Department of General Services (DGS), together with the California Consumer Power & Conservation Financing Authority (CPA), are pleased to announce this Request for Proposals (“RFP”).
It seeks to contract for approximately 4 MW of private-party-owned on-site solar electric systems (e.g. photovoltaic [PV] or other decentralized solar technology) to be installed in, on, or around a number of specified State facilities. Bidders must propose supplying private-party-owned systems, with the successful bidders invited to sign long-term power purchase agreements with host State sites that will pay for the solar output on a cents/kWh basis.
We believe this approach provides the solar industry the flexibility and creativity necessary to achieve the lowest overall price for increasing the State’s use of solar energy. We invite your consideration of this Request for Proposals.
