INSTALLATION OF DISTRIBUTED GENERATION ENERGY SYSTEMS BY THIRD PARTY OWNER / OPERATORS TO PROVIDE ENERGY SERVICES TO THE STATE DEPARTMENT OF GENERAL SERVICES

Energy Management’s purpose in this Request for Proposal is to select the most qualified energy service provider to finance, install, own, operate, and maintain these distributed generation energy systems and provide energy services to the State at the facilities as indicated in the RFP. This Request for Proposal will identify and select one contractor to perform the services as indicated here in this announcement and RFP. The requirements for participating in this Request for Proposal are described and contained in the RFP.

Generally, the Proposer should have experience in the development, installation, operation, and maintenance of distributed generation systems that employ natural gas fired generation equipment, fuel cell generation equipment, and solar photovoltaic equipment and technologies. The Proposer should have the financial wherewithal to finance multiple projects, as well as any and all capabilities to handle the development, installation, operation, and maintenance of multiple installations of distributed generation energy systems that employ all three technologies.

The Proposer should also be able to integrate these distributed generation energy systems into the existing facility energy management systems and equipment, and should have the knowledge and ability to integrate metered data for the delivery of energy (both electricity and thermal) into the existing DGS Enterprise Energy Management System for monitoring and data collection.

Services to be provided include the delivery of electricity and thermal energy (both hot water and chilled water, where applicable) to the host facility at a discount to the otherwise applicable utility tariff and cost of thermal energy.

The State encourages Small Business Enterprises to apply.  Please note, no preference in the qualifications category can be given to Small Business firms under the contracting law set up for Architectural and Engineering contracts.
